Getting city reputation up likely means going back to the starting zone of each race and doing all the beginning quests. For PVP Heirlooms what you'll have to do is do the Wintergrasp quest for Stone Keeper Shards, and when your faction has Wintergrasp run dungeons for shards. The same dungeons listed above have 5 bosses each which means more Shards per run, you'll be able to mix and match Heirlooms and buy them twice as fast on condition that you run all 4 with Wintergrasp.
