Clerics have a good cause to reset skills at level(aika gold) 27. priorities of Pre-level 27:level 1 sun ray, max holy arrow, max blessing, level 1 resurrect, rest, doesn't really matter. Post-level 27: max angelic armor, max cure, 0 points in holy arrow, max holy tempest, max blessing, level 1 sun ray (higher is alright), rest, doesn't really matter.
After you get level 30 in Aika. please try as these: Holy Arrow 01/08, Angelic Armor 07/07, Cure 07/07, Rejuvenate 00/06, Bless 06/06, Resurrect 01/05. Then Tier 2 Skills (Min Lvl 17): Haste 02/04, Holy Signet 01/03, Exalt 03/03, Shroud of Turin 01/02, Healing Corona 00/02, Holy Tempest 01/01.
Level Tempest uses up a bit more (negligible amount) mp as Holy Arrow maxed, while doing a bit more damage. If both offensive skills do a similar amount of damage, why bother wasting points on one? The mp usage difference should be negligible for someone who has mana potions. They are in the game for a reasonnot to mention Clerics have a decent mana pool to begin with. Did reset at level 27, never regretted it.
